2nd January: The local authorities of Binzhou, Shandong announced an ‘Orange Alert’, indicating the beginning of a severe air pollution level II, however date of alert alleviation is, as yet, unclear. During the alert period, measures to be taken by the aluminium industry include:
Alumina:
-) Clinker and calcination processing to cut operations by 30% (B Grade producers) or 50% (C Grade producers), by production lines
-) Raw material transport (including fuel gas) by trucks under the ‘National Stage IV Motor Vehicle Pollutant Emission Standard’, is forbidden.

Primary Aluminium:
-) Overall capacity to be cut by 20% (C Grade producers) or 30% (C Grade producers), by electrolytic cells
-) Raw material transport (including fuel gas) by trucks under the ‘National Stage IV Motor Vehicle Pollutant Emission Standard’, is forbidden.

The local authority of Luoyang Henan also announced an ‘Orange Alert’ from 1st January 2020. During the alert period, 15 industries including iron and steel, coking, alumina, primary aluminum, and carbon must implement emission reduction measures in strict accordance with Orange alert requirements. Alumina refineries are required to cut clinker and calcination capacity by 50%, by production lines; primary aluminium smelters are required to cut overall capacity by 30% by electrolytic cells; and carbon producers are required to cut roasting capacity by more than 50% by amount of flame making system. Truck transport of raw materials under the ‘National Stage IV Motor Vehicle Pollutant Emission Standard’, is forbidden.
