Ningxia has released, “Implementation Measure for High Energy Consumption and High Emission Projects”.
The policy stipulates:
Strict implementation of production capacity, energy consumption, and pollutant reduction-replacement scheme for new and expanded high energy consumption and high emission projects. For new/expansion primary aluminium projects, the replacement ratio is set at 1:1.25, meaning that the original amount of energy consumption/pollutant (1.25) is to be replaced by a smaller amount (1).
The tiered electricity pricing scheme for high energy consuming producers such as steel, cement, and aluminum smelting will be fully implemented, electricity prices for aluminium smelters can be increased by more than 20% than standard prices, not restricted by the limit of 20% increase in electricity prices.
