The local administration of Guangxi issued a draft document on mineral reform, proposing full implementation of a market-oriented resources allocation system. The system advocates that all resource projects should be sold by bids, auctions and listings, with the exception of projects stipulated by the state government to be allocated by agreement.

Guangxi government will adhere to the principle of using high quality resources in-situ to allocate resources and will limit raw ore exports out of Guangxi. The government will strictly allocate bauxite resources and control alumina capacity to match the overall capacity of primary aluminium smelting. The government will steadily promote the transfer of “net mining rights” via bid. From 2021, all sand, stone and earth minerals will be sold with “net mining rights” via bid.
