MEM (Ministry of Emergency Management of PRC) has published the ‘Action Plan on Risk Prevention and Mitigation of Tailings Pond’.

The Action Plan stipulates that to ensure normal construction and development of urgently needed and strategic mineral mines, the number of tailings ponds in China must be restricted at the current level. No new tailings ponds adjacent to villages and residences will be allowed.

By the end-2022, the safe operation liability system of tailings pond will be further improved. Safety risk management and control measures will be fully implemented, safety risk monitoring and early warning mechanisms for tailings ponds are to be established. Tailings pond/dam accidents not caused by force majeure factors will be firmly contained.
